National Semantic Web Educational Program

ECMINSTITUTE is sponsoring a series of training seminars focused on the Semantic Web. Starting on July 28, 2009, Clark and Parsia will demonstrate NASA’s POPS Expert Locator software to government members of KM.gov. The purpose of POPS is to integrate NASA’s information about its nearly 70,000 combined civil service and contractor workforce in one place, linking the relevant, related information to form a comprehensive data service for staffers, workforce planners, analysts, and related personnel. POPS delivers an easy to use, effective application for expertise location and workforce analysis in a cost-effective manner by reusing existing information sources, and integrating them using RDF and other semantic web technologies. POPS provides access to the resulting information aggregation via jSpace, which is a visual query builder and Linked Data browser for SPARQL and other RDF query languages.

Idea Tuesday: Helping Government Change Through Knowledge Management

Over two dozen federal agencies including the US Army, Navy, Air Force, FBI, NASA, and FAA attended the Idea Tuesday collaboration web conference on February 3, 2009. Entitled "The Federal Knowledge Management Initiative Roadmap."

Mr. Neil Olonoff of KM.gov summarized the status of the effort to form an official center for Knowledge Management (KM) in the Federal Government. The mission of the KM Center is to enact policies, standards, and practices to help improve knowledge management throughout government and prevent future disasters such as 911, Katrina, and the Shuttle failure. As one non-government attendee distinctly summarized the experience:

“I am very excited that the government is looking at KM as a disciplined approach to managing the vast amounts of knowledge resident in the heads of vast numbers of federal employees and mired deep within the virtual chasms of the government's online presence. It is incredibly exciting to be on the ground floor of what will surely make an incredibly positive impact on our country.”
